Although the first year was claimed to be the base year, the Bagmati State failed to make any noticeable progress in the second year as well.
While assuming the office, Chief Minister Dormani Poudel had vowed, "What we say that we do. Government becomes transparent and result oriented. It’s time not to indulge in nonproductive works." But, the State failed to deliver as per people’s expectation these two years.
Importantly, the State government wasted a long time in naming the State and its capital. It is settled recently.
If there is anything achievement, it has made 45 laws in two years.
To this, Chief Minister Poudel admitted that although the country made headway to sustainable development with federalism put in place, they could not work as per people’s expectation. He added that there were a lot of speed breakers to government’s works, which resulted in people’s despair. He however said the base for change is made.
"Bagmati State is committed to working in line with the national ambition of ‘prosperous Nepal: happy Nepali’," the CM said, claiming that some changes were seen in the area of law making, employee management, infrastructure development, industrial development and employment generation, modernization of agriculture, tourism promotion, health security of students, identification of talent in sports.
Similarly, the Bagmati State has been prepared to construct the Bhimphedi-Kulekhani tunnel on its own and has nearly finalized the detailed project report. Feasibility study of 150 km outer ring road in Kathmandu Valley has been conducted.
