In 2017 election of Phalgunanda Rural Municipality (Panchthar district), candidate Amar Kumar Nembang of Nepali Congress Party (NC) secured 4,163 (44.72%) votes out of total votes of 9,309 and was elected as a Chairman. The first runner-up candidate was Bir Bahadur Kurumbang of Nepal Communist Party (Unified Marxist-Leninist) (CPN (UML)) who secured 3,367 (24.99%) of votes. The rest of 4 candidates for the position of Chairman secured combined 1,779 (9.56) of votes.
Similarly, for the position of Vice-Chairman, candidate Debitra Kumari Angdembe of Nepali Congress Party (NC) secured 3,953 (42.96%) and was elected as a Vice-Chairman, while Karuna Rai of Nepal Communist Party (Unified Marxist-Leninist) (CPN (UML)) secured 3,394 (25.80%) of votes and came in second position. Other 4 candidates who contested for Vice-Chairman secured combined 1,855 (10.08) of votes.
As illustrated in the pie chart, there were total 172 candidates contested in various positions with gender ratio of 109 (63.37%) males and 63 (36.63%) females. Moreover, there were total 35 candidates contested for ward chairman positions in 7 wards. Same as, total 68 candidates had contested for ward member positions while 32 females and 25 females from depressed group (dalit) had contested for female member position in each ward.
