In exercise of the powers conferred by Section 33 of the National Parks
and Wildlife Conservation Act, 2029, the Government of Nepal has framed the
following Rules.
Chapter âââ 1
Chapter â 1
Preliminary
1. Short Title & Commencement: (1) These rules may be called
“National Parks and Wildlife Conservation Rules, 2030 (1974)”.
(2) These Rules shall come into force immediately.
2. Definition: Unless the subject or context otherwise requires, in these
Rules,-
(a) “Act” means the National Parks and Wildlife Conservation Act,
2029 (1974).
(b) “Chief” means the officer of the National Parks and Wildlife
Conservation 1Department.
(c) “Warden” means the officer of the Government of Nepal having
major responsibility of administration of a National park or a
sanctuary (reserves).
(d) “License” means any type of license that has to be issued
pursuant to these Rules.
(e) “Permit” means any type of permit that has to be issued pursuant
to these Rules.

officer accepting the tender shall mention the reason for such
acceptance.
(4) The person promising to operate any services or facilities
within the National Park or Reserve shall take the approval of the
Government of Nepal while conducting any type of construction work
for operating such service or facility by preparing a detail project of
such construction work.
4. Entry into Preserved Natural Reserve: (1) Except than the
Government Employees deputed for the duty, the other person shall not
be allowed to enter into the preserved National Reserve without
receiving the written permission from the chief and generally such
permit shall be provided only for a scientific research.
(2) The terms and conditions to be followed by a person receiving
the permit as pursuant to Sub-rule (1) and the period of validity of such
permit shall be as prescribed in that permit.
Chapter âââ 3
(1) Automatic Rifle or any type of weapon which fires
multiple (more than one) bullets in the single click of a
trigger.
(2) Ammunitions with poisonous materials or explosives
(firing) bomb.
(3) A gun which has assembled with a silencer.
(b) In the hunting of other wild animals except than the hare (Rabbit)
and other similar animals or birds :â
(1) A Rim fire Rifle of 22 bore,
(2) An Air gun or a carbon dioxide gun,
(3) All types of Pistol or Revolver.
(c) In the hunting of any other type of wild animals except than the
Rhesus Macaque (laguna), Barking deer (Red deer), Goral
(Ghoral), Wild Boar (Banel) and birds :â
(1) Any type of Shotgun
(2) Fire (Bharuwa) Gun
(3) A rifle with a smaller bore than 2
22 bore or lesser power
than that.

Provisions of Hunting License (Anugya Patra) and Other
Permit (Ijajat Patra)
8. Types of Hunting License:The hunting license shall be of the
following four types :â
(a) District Hunting License
(b) General Hunting License

9. District Hunting License (Anugya Patra): 3
(1) The district hunting
license may be issued only to the Nepalese citizen by taking the fees as
prescribed in Schedule -1. The district forest office may issue such
license making validation for ten days and the person receiving such
license shall be allowed to hunt the following maximum number of
wildlife and birds in the prescribed area, not exceeding the maximum
number as in the case of the wildlife up to three and in the case of the
birds up to ten in total.

Provided that,
No more than three birds shall be allowed to hunt in a day.
(2) Notwithstanding anything contained in Sub-rule (1), the
district hunting license shall not be provided to a person no more than
once in a year and the validity of that license shall not be extended
whether the hunting has been operated within its time period or not.

10. General Hunting License: The General Hunting License may be
provided to the Nepalese and foreign citizens with the validation of for
the period of fifteen days in the Mahabharat Range to the Southern
boarder or for twenty one days in the Mahabnharat Range to the Northen
boarder by taking the fees prescribed in Schedule -1 and the person
receiving such license shall be allowed to hunt the wildlife and birds, not
exceeding the following maximum numbers and in the case of wildlife
up to four in total and in the case of birds up to ten in total, in the district
or region mentioned in the license :-
(1) Wildlife’s Name Maximum number of each wildlife

Provided that,
Except than Spine (Chaha) and Quail (Battai) no more than five
birds shall be allowed to hunt in a day. In the case of Spine (Chaha) and
Quail (Battai) up to ten in maximum may be allowed to hunt in a day.

11. Complementary hunting license: The complementary Hunting
License may be issued to the licensee of a General Hunting License to
hunt the following wildlife in the following number, to be hunted in the
place and within the valid period prescribed in the license, if the fees
that has to be paid pursuant to Schedule -1 has been paid:-
(1) Name of the wildlife Maximum number of each wildlife

12. Bird Hunting License: This license may be issued to a Nepalese and
Foreign citizen to be remained valid for the whole open season for
hunting, by taking the fees pursuant to 6
Schedule -1 and the licensee
shall be allowed to hunt the birds mentioned as follows and not
exceeding the five in number in a single day. In the case of Spine
(Chaha) and Quail (Battai) in number may be hunted in a single day.

13. The Hunting License Issuing Officer: (1) Except than the District
hunting license, the licenses as pursuant to the Rules 10, 11 and 12 may
issued by the chief or any other officer assigned by the Government of
Nepal for that job.
(2) The license shall only be issued, if the person applying for
any type of hunting license posses the valid license as pursuant to the

prevailing laws, for the arms and ammunitions (weapons) that has to be
used to kill those wildlife or birds which are desired to be hunted.
(3) The chief shall determine (fix) the annual quota of the wild
lives that has been allowed to be hunted in a hunting reserve, and the
license shall only be issued not exceeding the quota, which has been
fixed as such.
(4) Notwithstanding anything contained in sub-rule (1), (2) and
(3) the Government of Nepal, if deemed necessary for the proper
protection of any wildlife and birds, may reduce the number of wildlife
or birds that has been allowed to hunt in any district, hunting reserve or
any other area or may suspend the issuance of such license.
14. Prohibition to assist in a hunting without a license
(AnugyaPatra): Without obtaining a license pursuant to Rule 15 or
16, no person shall be allowed to assist in a hunting as a professional
hunter or in showing the wildlife or birds as being a hunter, to a person
in terms of taking the wage, prize or rent.
15. Professional Hunting License: (1) The Chief may issue a license of
a professional hunter to the person who is experienced in the
management of the necessary apparatus for the hunting and travel
campaign groups, in both the Mountain and Terai regions of Nepal, for a
long time and having the knowledge of the Acts and the Rules framed
under the Act and by7
taking the fees as pursuant to Schedule -1.
(2) The license issued as pursuant to Sub-rule (1) shall be valid
for one year. The person desiring to obtain this type of license shall
submit the certificate of proficiency to operate the concerned activities
and other certificates showing his/her economic status, while applying
for the license.

(3) The chief if deemed necessary may prescribe additional terms
and restrictions that has to be followed by the person receiving the
license licensee as pursuant to Sub-rule (1) and such licensee shall not
be allowed to hunt any wildlife even in any circumstances except for
self-protection or to stop the wounded wildlife from escaping which has
been injured by the person obtaining the hunting license.
16. Hunting guide license (AnugyaPatra): 8
(1) The concerned district
forest controller may issue a hunting guide license to any person on the
basis of the following criteria by taking the fees as pursuant to Schedule
-1 and such hunting guide license issuing officer shall send one copy of
such license to the chief :â
(a) If it has been realized that the applicant is
acquainted with the wildlife or bird hunting within
the area where he/she has been desiring to work.
(b) If it has been realized that the applicant has
knowledge of the Act and the Rules framed under
the Act as well as he/she is competent to perform
the job of a hunting guide.
(2) The person obtaining the hunting guide license pursuant to
Sub-rule (1) shall be allowed to perform the job of guiding the hunters
only in a district or the districts prescribed in the license.
(3) The Chief or any officer assigned by the Government of
Nepal for that job if deemed necessary, he/she may prescribe additional
terms and restrictions that has to be followed by the person receiving the
hunting guide license as pursuant to Sub-rule (1) and such licensee shall
not be allowed to hunt any wildlife even in any circumstances except for
self protection or to stop the wounded wildlife from escaping, which has
been injured by the person obtaining the hunting license.

17. No more than one license shall be issued: No more than one
hunting license at a time shall be issued to any person.
Provided that,
This Rule does not restrict to obtain the supplementary hunting
license as pursuant to Rule 11 and the bird hunting license as pursuant
to Rule 12.
18. License, the wildlife, the trophies or the arms and ammunitions
have to be shown: The licensee shall keep the license received by
him/herself with him/her, while going to a hunting and If an employee
among the employees of the National Park, hunting reserve or other
forest office and up to the designation prescribed by the Government of
Nepal wants to inspect the hunting register, killed or captured wildlife or
birds, trophies or arms and ammunitions which are together any person
then he/she shall show it to them.
19. License (AnugyaPatra) not to be transferred: The licensee shall
not transfer the license obtained by him/her self to anyone in any form.
20. License (Anugya Patra) to be returned: The licensee shall return
the license along with the hunting register, within the thirty-five days
of expiry of the license which has been obtained by him/her. District
Hunting License shall be returned to the place from where it has been
received and other types of licenses shall be returned to the National
Parks and Wildlife Conservation Office or to the place from where that
has been received.
21. 9Block (Kshetra) reservation license in hunting reserve: Any
officer assigned to the job by the chief or the Government of Nepal may
issue block reservation license to the licensee of District Hunting
License or General Hunting License to hunt within the hunting reserve
by taking the fees as pursuant to Schedule – 1. It has been prohibited to

allow to play or to assist to make playing the hunting by the foreigners,
by making reservation of the block in the name of a Nepalese citizen.
22. License to be obtained to collect the specimen (sample) or to
catch or to hunt the wildlife or birds: (1) Any person desiring to
catch or hunt any wildlife or birds or to collect any other insects,
bacteria, fish or any natural products for the scientific research shall
submit an application before the Chief.
(2) If the person submitting the application pursuant to Sub-rule
(1) 10has been the official of any recognized academic institution or zoo
or scientific laboratory and If it has been believed that such a person can
catch or take care in the following way, the Chief may issue a license in
the case of other wildlife or birds except than those mentioned in
Schedule -1 of the Act, to hunt the concerned wildlife or birds or to
catch the insects or bacteria by taking the fees as pursuant to
Schedule -2.
(a) If the applicant will make the supervision of the
activity for catching or collecting of the concerned
wildlife, birds or insects, bacteria etc. by attending
him/her self or by sending an expert representative
for that job,
(b) If the technique for catching the, concerned wildlife
or birds has been considered appropriate and not
causing more torture than that has to be required,
(c) If have the ability to make an appropriate care to
transfer the caught wildlife or birds.
23. The fees required to catch the wildlife and birds: The fees
required to catch the wildlife and birds or insects or bacteria pursuant to

Rule 22 shall be as prescribed in Schedule -2 and such fees may be paid
as follows â
(a) The chief may recover the required fees from the applicant by
making a condition that the whole required fee or its fifty percent
to be paid at the beginning and the Fifty percent after catching the
concerned wildlife or birds.
(b) If any wildlife or birds died during the catching or after catching,
it shall be counted in the number that has been allowed to catch in
the license and the fees required for them shall also be paid.
(c) If the Chief has convinced that any licensee, who has received the
license to catch any wildlife or birds, has been unable to catch
any wildlife or any wildlife or bird has not died or been injured
during the catching, he/she shall return up to seventy-five percent
of the amount of the fees that has to be paid by the licensee.
24. The application to be submitted for a license and permit, and
its format and fees: (1) The format of the license and permit that has
to be issued pursuant to these Rules shall be as prescribed in Schedule –
5, 7, 9 and 11 and the format of the application to be submitted to
receive these shall be as prescribed in Schedule -3, 4, 6, 8 and 10. The
person applying for Hunting License and Hunting Guide License shall
also submit two copies of his/her recently taken photograph.
(2) The person receiving a license or a permit pursuant to Subrule
(1) shall pay the fees required as pursuant to Schedule -1.
25. Provisions for providing a hunting license to a foreign citizen:
While issuing any type of hunting license to a foreign citizen, a
condition may be imposed by allowing him/her to go for hunting only
with the professional hunting license holder (licensee).
Provided that,
If the license issuing officer has realized that any foreign citizen
has the ability for hunting without the assistance of a professional hunter
and he/she has been generally acquainted with the Act and the Rules that
has been framed under the Act, an exemption may be provided to go for
hunting even without the company of professional hunter.
26. License to be suspended: If a crime has been made against the
license or permit issued as pursuant to these Rules, then during the
proceeding of the case related to such crime, the competent officer
having jurisdiction to hear such cases may issue an order to suspend the
license or permit obtained by the culprit till the decision has not been
received on the submission that has been made before the Government
of Nepal.
27. The copy (duplicate) of the license to be provided: If the Chief or
any other officer assigned by the Government of Nepal for the job
considers that it is reasonable (appropriate) to issue the duplicate of the
license or permit if any type of license or permit has been lost or
damaged by taking the fees required as pursuant to Schedule -1. The
validity of such license or permit that has been provided as a duplicate
shall be only for the rest of the valid period of the original license or
permit.

Miscellaneous
28. Hunting Register: Each hunting license shall consist a hunting
register in which the full and accurate record of all wildlife and birds
that has been injured or killed by the licensee during the course of
hunting shall be mentioned. The place, date, species, male, female (for
wildlife only) of each wildlife or birds, that has been killed shall be
clearly mentioned with the permanent ink in the hunting register
pursuant to Schedule -12 and within the twelve hours of the killing of
the animal or birds or prior to leaving the hunting reserve.
29. The wildlife killed in excess to the prescribed type or number
to be submitted: If any wildlife or birds of different types than the
type that has to be allowed to hunt as according to the obtained license
or excess in number than the number that has to be allowed to hunt has
been killed or injured by accident, during the hunting by a person then
the number and type of such injured or killed wildlife or birds shall be
mentioned in his/her hunting register and the killed wildlife or birds that
has been collected, shall be submitted to the 11same reserve or nearby
forest office.
1229.A. License to catch the wild boar: (1) If any Nepalese citizen has
submitted an application to catch the cub of wild boar from other area
than the area of a National Park or a Reserve, the concerned D.F.O. or
Chief may issue a license in the format prescribed in Schedule -12A, by
taking 13One hundred Rupees fee for each cubs of wild boar from such
person.
(2) The wild boar to be caught as pursuant to the license shall not
be allowed for export.
(3) If a wild boar has died while catching in accordance with the
license, no other wild boar shall be allowed to be caught instead of that
one.

30. For the export, import or trade of the trophy a
recommendation has to be obtained: (1) While submitting an
application to obtain a written recommendation of the Government of

Nepal, Ministry of Forest for the purpose of commercial export or
import of the trophy, the evidence for the trophy, name of the concerned
company, institution or person from the importing country of such
trophy and the copy of the exchanged documents related to it also shall
be submitted.
(2) If the person asking for the recommendation pursuant to Subrule
(1) has been seen capable for the export or import of the trophies,
the Government of Nepal, Ministry of Forest shall issue a
recommendation letter as pursuant to Schedule – 13 by taking the
required fees as pursuant to Schedule -1.
31. The transit route for export import may be prescribed: The
Government of Nepal may allow to export or import of the trophies only
through the custom (transit) prescribed by publishing a notice in the
Nepal Gazette and if such prescription has been made, the person having
the license for the export or import of trophies shall export or import of
the trophy only through that custom (transit).
32. Transfer of trophy: Any person while selling or exchanging or
making any type of transfer of title of any trophy that has been
possessed by him/her as pursuant to Section 19 of the Act, shall also
hand over the certificate of ownership of such trophy to the person
receiving such trophy.
1533. Certificate of legal ownership: (1) The person who has to obtain the
certificate of trophy pursuant to Sub-section (1) of Section 18 of the Act
shall obtain the legal certificate of the trophy by submitting an
application in the format as prescribed in Schedule -14 with the evidence
of received of the trophy prior to the commencement of the Act, before

The authorized officer pursuant to Sub-rule (2) 16within the last date
(Masant) of Poush, 2036.
(2) The certificate of the trophy issuing officer as pursuant to
Sub-rule (1) shall be the following official for the following region :â
(a) For the districts within the Kathmandu Valley, the
Chief of the National Parks and Wildlife Reserve
Office,
(b) For other districts, the Conservator or D.F.O. of the
concerned district,
(c) For the districts which does not fall under the
jurisdiction of any conservator or D.F.O., the chief
District Officer of the concerned district.
(3) The certificate pursuant to Sub-section (2) of Section 17 and
Sub-section (1) of Section 18 shall be issued in the format prescribed in
the Schedule -15.
(4) The authorized official responsible to issue the legal
ownership certificate pursuant to Sub-rule (3) shall stamp (seal) of
his/her office in all the trophies and the detail of such stamp (seal) or
proof (sign) shall also be mentioned in the legal certificate of ownership.
34. The injured wildlife also be counted in the number to be
hunted: If the licensee injured to the wildlife during the hunting, it
shall be killed by finding out as early as possible and the detail of such
injured wildlife shall be mentioned in his/her hunting register.
Provided that,
Even if the wounded wildlife has not been traced (founded), it
shall be counted in the number of wildlife that has to be hunted by the
licensee.

35. Notice to be given: (1) While hunting, if someone has not been able to
kill any ferocious wildlife by making them wounded then a notice shall
be given as early as possible to 17the reserve or the nearby forest office
mentioning the types of such wildlife and any other details, if available,
and 18in such circumstances the concerned reserve or forest office shall
also notify to the residents of all surrounding villages or towns to be
careful of such wildlife.
(2) If any wildlife has been wounded or died while using the arms
and ammunitions by someone for the protection of him/her self or any
other person or any domestic animal as pursuant to Section 21 of the
Act, it’s notice shall be given to the 19chief of the any nearby office of
the National Parks or Reserve or Forest Office in the districts where
such office exists and within the twenty four hours except than the
required time for travel.
36. Any wildlife or birds may be declared dangerous:
Notwithstanding anything mentioned above in the Rules, the
Government of Nepal, Ministry of Forest and Land Conservation may
declare any other wildlife or birds, except than those wildlife and birds
mentioned in Schedule -1 of the Act, as a dangerous (harmful) to the
agriculture in any particular area for a particular period of time, by
publishing a notice in Nepal Gazette and the wildlife or birds, and such
declared dangerous wildlife or birds may be chased, caught or killed in
the field, farm or garden even without a license and under the terms and
restrictions prescribed in that notice.
37. The amendment may be made on Schedule: The Government of
Nepal if deemed necessary may make amendment in the Schedule of the
Rules, by publishing notice in the Nepal Gazette.

2038. Adjudicating Authority: (1) The warden of the concerned National
Park or Reserve shall have the power to adjudicate the cases of the
offenses under the Rules and for other territory (area) it shall have to the
concerned District Forest Controller.
(2) Without any adverse effect on the general validity of Sub-rule
(1), the power to adjudicate the cases of the following offenses shall be
on the assistant warden of the concerned National Park or Reserve and
in his/her absence or unavailability, it shall be on the area forest
conservator.
(a) If entered in the National Park or Reserve without a
permit,
(b) If killed, caught or wounded wildlife has not been
mentioned in the hunting register,
(c) If played hunting without keeping the license
together with him/herself,
(d) If the camp established in another place other than
the place prescribed,
(e) If violated any terms and conditions prescribed in
the hunting license,
(f) If a plant or tree, up to the value of five hundred
rupees, has been cut, fell down or destroyed in any
way within the National Park or Reserve.
39. Repeal: Hunting Rules, 2026 has been repealed.
Note: 1. Backlog cases to be transferred: The cases that have been
registered before the Conservator and Chief District Officer
under the original Rules and remaining to be decided at the
time of commencement of these Rules shall be transferred
before (to) the D.F.O. (District Forest Officer) after the

2. Alteration: In place of the following words, which has been
used in the original Rules by the third amendment, alteration
has been made by inserting the following words:-

(b) Instead of “National Park and Wildlife Conservation
Office”, “National Park and Wildlife Conservation
Department.”
(c) Instead of “D.F.O.”, “District Forest Controller”.

Note:â(a) Any person who enters into the National Park without obtaining
an admission card or permit or commits any such activities shall
be provided a permit for entry by taking cent percent
additionalfees on the prescribed fees.

person who offers highest bid on making competition through ebiding.
