Chapter-1
(1) These Rules may be called “Marriage Registration Rules, 2028 (1971)”
(2) These Rules shall come into force since first day of Poush, 2028 (1971).
2. Definitions: Unless the subject or context otherwise provides, in these Rules,-
(a) “Act” means Marriage Registration Act, 2028 (1971).

Chapter-2 Marriage Through Registration
3. Application for Marriage:
(1) Any male or female interested to conclude the marriage through Registration (Registered Marriage) shall submit a duly signed joint application within the period prescribed in the Act, in the format specified in Schedule-1 before the Marriage Registration Officer.
(2) Upon receiving an application pursuant to Sub-rule (1), the Marriage Registration Officer shall register the application into the marriage application detail register in the format as specified in Schedule-2.
(3) Upon registering the application pursuant to Sub-section (2), the Marriage Registration Officer, if finds such proposed marriage to be in against of the prevailing law and denies to conclude such marriage, shall inform
through a written Notice to the applicants within seven days of registration of such application, by stating the reasons for denial that on what grounds that marriage seems illegal.
4. Affidavit (Deed of Declaration): The Parties to the marriage shall sign an affidavit (deed of declaration) upon agreeing or accepting one another as a husband and a wife in a format as specified in Schedule-3 and submit the same to the Marriage Registration Officer pursuant to Section -8 of the Act.
5. Marriage Registration: After the completion of putting signature in the Affidavit pursuant to Rule 4, the Marriage Registration Officer shall register the marriage in the Marriage Register as specified in Schedule-4.
6. Marriage Certificate: Upon registration of the marriage pursuant to Rule 5, the Marriage Registration Officer shall issue a certificate of marriage to the parties to the marriage in a format as specified in Schedule-5.
Chapter-3
(1) If the couple is interested to register the marriage or marital relation concluded according to their custom,
tradition, usage or practice of their religion, ethnicity or dynasty pursuant to the Act, the couple shall submit an application, in a format as specified in Schedule-6, to the Marriage Registration Officer.
(2) Upon receiving application pursuant to Sub-rule (1), the Marriage Registration Officer shall register such application into the marriage application details register in a format as specified in Schedule-7
(3) Upon registering the application pursuant to Sub-rule (2) the Marriage Registration Officer shall register the marriage or marital relation concluded between them into the marriage register, in a format as specified in
Schedule-8, except he/she denies registering such marriage or marital relation for finding it to be contrary to the prevailing law.
(4) Upon registering the marriage pursuant to Sub-rule (3), the Marriage Registration Officer shall issue a marriage certificate to the couple in a format as specified in Schedule-9.

Chapter-4 Miscellaneous
8. To Keep Safe:
(1) It shall be the duty of the Marriage Registration Officer to keep safe the marriage application, register, marriage register and other related documents produced and prepared pursuant to these Rules.
9. Providing Copy: In case anybody wants a copy of the marriage registration application, marriage certificate and other related documents, the Marriage Registration Officer shall issue the copy of such documents within Seven
days, upon charging fees as following:
(1) For Marriage Certificate Rupees Five.
(2) For other documents other than the Marriage Certificate rupee One per copy.
